what is a law?

A law, in the easiest terms, is a rule that we legally have to follow. When someone in Congress wants to create a law, they must first write a bill, or a sort of first draft of the law they are proposing.These bills are voted on in both the House of Representatives and the Congress. If both houses vote for the bill to become a law, it is sent to the President, where they can decide whether or not they want to sign the bill into law. If they decide not to, it is called a veto. The bill is then sent 

back down to Congress. If 2/3 of both houses vote for the law, they can override the President’s veto, and the bill will become a law.
